• After the British defeat through Toussaint Louverture's troops, on October 2 Thomas Maitland ceases to be the Governor-General of Bristish occupied Saint-Domingue, a position he held since March of 1797.

• Thomas Hédouville, the French general sent to the colony as governor after the departure of Sonthonax, flees Saint-Domingue on October 22.
