André Rey was a member of the Commission sent by Léger Félicité Sonthonax to investigate the mulatto uprising against Comte de Laveaux in 1796. Rey was a bitter enemy of André Rigaud, having once tried to have him assassinated. "His reputation was shabby, a man of flagrant indiscretions so far as women were concerned and a heavy gambler which made him suspect with Toussaint."
