On August 29, 1793 French commissioner Léger Félicité Sonthonax issues a decree to abolish slavery in North of Saint-Domingue, the section of the French colony under his control. He later, in November of 1793, addresses the people of Saint-Domingue in his Broadside defending his decree to abolish slavery in the colony.
